TOWN BOARD MEETING
JULY 13, 2011

Being properly noticed, the monthly meeting of the Clam Falls town board was called to order by Supervisor Robert Carlson. All board members attended along with the treasurer, the clerk, and 16 members of the community

Minutes of the June town board meeting were read; Robert Carlson motioned to approve; second Brad Olson; carried.

The treasurer report was given. There is $21,006.19 in the checking account, $96,108.26 in the tax collection account, and $146,662.16 in the savings account, for total available funds of $263,776.61. Checks are written through #9212. The treasurer was instructed to transfer $50,000.00 from the tax account to the checking account. Greg Anderson motioned to approve; second Brad Olson; carried.

Seventeen people attended the open house held by the Comprehensive Land Use Committee held open house on June 11. After discussion, Greg Anderson motioned that the committee continue their investigation into the Town of Clam Falls pulling out of county zoning; second Robert Carlson; carried.

Keith Schmidt stated that the four-wheeler club has been started with 15-20 members to date. They currently have money for 50 signs and arrows to mark roads for an ATV trail in the township. There was a lengthy discussion with regard to speed limits and roads that would potentially be ATV trails. The clerk is to advertise that the ATV ordinance will be considered by the board at the August meeting.

Lee Cartier reported that he has cleared the majority of the damage from the last storm. The hole at the top of the hill on 90th Street has been drain tiled and will be patched prior to chip sealing. Work has started on the reconstruction of 85th Street. Dust control on 120th was paid by a resident on the road. The DNR permit for replacement of the bridge has been received.

Bids for seal coating 110th and 90th Streets were opened. Polk County bid $34,135.82; Farhner bid $34,800.00; and Scott bid $37,881.00. Greg Anderson motioned to accept the Farhner bid of $34,800; second Brad Olson; carried.

Rick Koch, Clam Falls Campground, was present to request support for a county zoning exception to the setback requirement for small sheds at the campsites, approximately 5’ square. Robert Carlson motioned to support the request; second Brad Olson; carried. The clerk is to notify Polk County Zoning of the support by mail.

A resident on Boone Road stated that the road needs patrolling to correct washouts. Lee Cartier will see that the task is completed.

Residents of Lewis were present regarding dogs barking in Lewis. Greg Anderson will contact the Sheriff’s office with regard to this issue.

A resident of Clam Falls requested permission to block Cherry Street from County Road I to Cherry Street in Clam Falls on August 6 for a country gospel concert and a resident from Lewis requested permission to block the horseshoe drive around the church on August 13/14 for Lewis Days. Greg Anderson motioned to grant both requests; second Robert Carlson; carried.

A notice for a special town board meeting to open bids for bridge replacement will be posted. The special meeting will be held Monday, August 1, 2011, at 7 p.m. at the town hall.

Greg Anderson motioned to approve an operator’s license for Julie Denotter; second Robert Carlson; carried.

Brad Olson motioned that the clerk be given a raise effective immediately; second Greg Anderson; carried.

Bills were paid and correspondence was handled.

Greg Anderson motioned to adjourn the meeting; second Brad Olson; carried.
